I've seen this same image in various places, so I'm not sure if it originated in the Telegraph and then was copied and pasted by other news outlets, or if the Telegraph copied it from someone else. Anyway, I assume that they had the story - either because they made it up as a hoax, or because someone else made it up as a hoax and they believed it, or maybe (very slight probability) it was a real story, and then the editor just told the art guy to come up with an image to run with the story. The art guy then just went online and found a couple of images to paste together to make this one (to me it looks like the fig is the third image you get in a Google image search on "lego vampire".).
